New Delhi: The net direct tax collection figure has crossed the Rs 10 lakh crore mark as on March 16, helped by the fourth and final installment of tax payment, sources said. The entire advance tax data from across the country has not come yet, the sources said. However, the preliminary assessment indicates that the net direct tax collection has crossed Rs 10 lakh crore, they said. The net direct tax collection during April-January of this fiscal stood at Rs 7.89 lakh crore as against Rs 12 lakh crore targeted for the entire fiscal of 2018-19. The government had earlier estimated the mop up from direct tax collection at Rs 11.5 lakh crore, which was revised upwards by Rs 50,000 crore in the interim Budget for 2019-20. Also Read – Thermal coal import may surpass 200 MT this fiscalThe government has been putting on a brave face on meeting the direct tax collection target. “On direct taxes, we are reasonably confident of (meeting the target). But on the indirect tax front, there may be some shortfall,” Economic Affairs Secretary Subhash Chandra Garg said last week. The government in the interim Budget revised customs collection target from Rs 1.12 lakh crore to Rs 1.30 lakh crore. The GST collection is pegged at Rs 6.43 lakh crore for 2018-19, which is lower than the targeted Rs 7.43 lakh crore. However, the GST collection is expected to rise to Rs 7.61 lakh crore in the next fiscal.
Casablanca – A group of young men, aged between 25 and 27, raped a 97-year-old elderly woman in Sidi Sliman (68 miles northeast of Rabat).The crime took place last Thursday, March 13, when a group of young men, allegedly under the effect of drugs, broke into the house of an elderly woman, and then assaulted and raped her at knife-point.The elderly woman attempted to shout for help, but her neighbors could not hear her frail screams. At least 30 people are missing after a massive avalanche buried a mountain hotel in central Italy.The Hotel Rigopiano, a four-star spa hotel in the central region of Abruzzo, was completely covered in snow after the avalanche Wednesday evening.The mountainous area has been hit by a series of earthquakes since August 2016, the most recent happening just hours before the disaster struck.Local Italian media reported some guests had sent text messages to emergency personnel saying they were trapped.

So Marvel is courting Peter Dinklage for a role in the films.Variety is reporting that thanks to a break in Dinklage’s Game of Thrones schedule, he’ll have time to appear in both upcoming Avengers films, shooting back-to-back this summer. Game of Thrones is also nearly over, so it makes sense for Dinklage to want to transition to big films anyway.We don’t have any idea who Dinklage is playing in Infinity War, but that doesn’t mean we can’t speculate. Evergreen Public Schools officials cited aging facilities and a growing population among the chief concerns driving this year’s school facilities funding measure.In a meeting with The Columbian Editorial Board on Monday, Superintendent John Steach, Chief Operating Officer Mike Merlino and school board director Victoria Bradford made their case for a $695 million bond measure they say would pay for long overdue school construction.If it’s approved, the district estimates that it would also qualify for an additional $95 million in state matching funds as well as $12 million in local development impact fees, bringing the overall package to $802 million.“The need is great, and it’s been deferred for a long time,” Bradford said.If the bond is approved — and 60 percent or more of Evergreen’s voters will need to support it — the district would make the following improvements:Build a new elementary school.Replace Sifton, Marrion, Image, Burton and Ellsworth elementary schools.Replace Wy’east Middle School.Replace Mountain View and Legacy high schools.Construct a new addition to Heritage High School.Replace the district’s central offices.Replace the 49th Street Academy.Build a new facility for special education transition students.Install new turf at all district high schools.Make technology and building improvements across the district.District estimates suggest the bond would cost property owners $1.77 per thousand in assessed value, up from the $1.62 taxpayers will pay this year. That amount would drop, however, when the district’s existing bond retires.Furthermore, the district expects total school taxes will drop for Evergreen taxpayers once the McCleary school funding model is put into full effect next year. The McCleary school funding decision raises the state school levy and drops and caps local levies, bringing Evergreen taxpayers’ overall school contribution to $6.16, down from $7.74 this year.

The Matanuska Susitna Borough is appealing to top US officials to resolve the Borough’s 12 million dollar ferry debt.Download Audio:According to Borough manager John Moosey, the Borough Assembly on Thursday directed him to enter into negotiations with federal officials over the resolution of the debt the Borough owes the Federal Transit Administration. Moosey says that US Secretary of Transportation, Anthony Foxx, was in Wasilla about a week ago, and met privately with Borough officials. Moosey said Friday that “he opened the door for us to have that meeting in discussion with his staff in seeking a resolution to this matter”. The U.S. Navy built the 80 million dollar ferry as a prototype, and the Borough was given the ship free of charge, but with federal grant money restrictions attached. The Borough failed to initiate ferry passenger service across Knik Arm from Port MacKenzie to Anchorage, and now the FTA wants it’s money back.Borough Assemblyman Jim Sykes says about four million dollars out of the 12 million in ferry grants was used to build a ferry terminal building at Port MacKenzie. He says the Borough may have to foot that bill. Sykes says it’s his hope that the FTA will see that the Borough has done everything it could to resolve the ferry problem.“We made a good faith effort to make this project work, and it is simply beyond our authority to force other governments or other entities to do stuff that’s not under our authority. We can’t force Anchorage to build a place to land the craft. It is a project that involves several jurisdictions, and we really can do what we can do, but that’s not going to result in a completed project. So, I am hoping that the federal government will see that we have made a good faith effort. “The Borough’s plan to use the ice breaking ferry for transportation across Knik Arm hit a snag when the city of Anchorage and the Borough could not agree on a site for an Anchorage dock for the ship.

In 2014, Prime Minister Narendra Modi announced the “Swachh Bharat”, or “Clean India”, campaign and vowed to eliminate open defecation nationwide in five years.PM Modi, who is seeking re-election for a second term in polls that conclude on Sunday, has often used the success of Swachh Bharat in campaigning. “We got more than 100 million toilets built,” he said at a rally on Sunday.Swachh Bharat, a multi-billion-dollar programme backed by money from the government and a World Bank loan, has indeed built millions of latrines, but critics say official statistics paint an overly optimistic picture of its success.”The whole point of this is for people’s health,” said Payal Hathi, a researcher consulted on the World Bank-backed survey. “It’s unfortunate that the data is so misleading.”Data from the World Bank-supported National Annual Rural Sanitation Survey (NARSS) that concluded in February shows that only about 10% of rural Indians defecate in the open. The survey was conducted using funds from a $1.5 billion World Bank loan for Swachh Bharat.A separate study conducted over a similar timeline by the non-profit Research Institute for Compassionate Economics (RICE), where Hathi was a researcher, shows 44% of the rural population across four large states still defecate in the open.The ministry said: “RICE has been repeatedly attempting to undermine the achievements of the Swachh Bharat Mission.” It said RICE has a history of “biased, motivated and untruthful” reporting.RICE was not immediately reachable for further comment.”Impossible Findings”Hathi and fellow researcher Nikhil Srivastav also say they witnessed several lapses at meetings held to design the survey.The specific goal of reporting low open-defecation levels was communicated clearly by government representatives to Kantar Public – the company contracted to conduct the survey – and by Kantar to the surveyors, the two said.Kantar, owned by advertising giant WPP, did not respond to requests for comment.Hathi told Reuters the NARSS questionnaire contained leading queries about toilet usage that may have influenced respondents, and the government ignored suggestions aimed at fixing queries.The ministry said it “categorically dismisses and denies the claims of the two RICE researchers.”Seven surveyors who collected NARSS data and had a direct view of the sanitation situation in their respective regions gave Reuters state-wide estimates of open defecation that were sharply higher than the findings in the survey.Two called NARSS findings “impossible” and said very little time had been spent questioning respondents.The surveyors interviewed by Reuters worked in Bihar, Uttar Pradesh, Rajasthan, Chhattisgarh and Karnataka and declined to be named for fear of losing their jobs.A NARSS surveyor in western Rajasthan state said surveyors would mark a village as ODF – for open defecation-free – even if they spotted faeces on the ground or people defecating outside – a violation of government guidelines.”If we see some open defecation in stray cases away from the main centre of a village, we cannot mark the village as non-ODF,” he said, adding trainers from the ministry told surveyors to follow such practices.The ministry denied the allegations and said NARSS surveyors typically have “very limited” knowledge of state-wide data.Tutored ResponsesDespite researcher concerns around the lapses in the survey, the World Bank has so far given NARSS-linked funds of $417.4 million to India, a right-to-information request shows.”The World Bank has not received any formal expressions of concern related to the work of the surveyors,” said a World Bank spokesman in a statement. “An exercise of this scale will have inconsistencies.”Reuters also visited Karnataka. Across seven villages in Koppal district, at least 150 people defecate in the open, interviews with over 50 people showed. The government also classifies Karnataka as “open defecation free”.Many people in the north and south India told Reuters that a lack of toilets near fields where farmers spend their day, and poorly built toilets, all contribute to people defecating in the open.Some say they were beaten or shamed by authorities publicly if found to be defecating outside. Others said they were threatened with food ration cuts.Such coercion, sanitation experts say, discourages honest answers about toilet usage as villagers fear reprisals.”The respondents will give you false answers,” said Nitya Jacob, a water and sanitation consultant. “They’re all tutored to say ‘yes-yes,’ we use toilets.”The ministry said allegations that the responses would be “tutored is naive at the best and malicious at worst”. It said it encourages anyone finding incidents of coercion to bring them to its attention and it would act. PM Modi, who is seeking re-election for a second term, has often used the success of Swachh Bharat in campaigning.ReutersEvery morning around dawn, dozens of people gather by the dusty banks of a stream snaking through Shikrawa village, two hours south of New Delhi, to do the same thing: defecate in the open. “There are close to 1,600 houses in Shikrawa. And I know for a fact that some 400 of those don’t have toilets,” said Khurshid Ahmed, a village council official in Shikrawa, in the northern state of Haryana.Federal government records say Haryana – with its population of more than 25 million – is squeaky clean. The state, along with most others, is classified “open defecation-free”, while a World Bank-supported nationwide survey says only 0.3% of Haryana’s rural population defecates outside.But interviews with over half a dozen surveyors involved in the World Bank-supported study, and two participating researchers, all raised significant concerns with the methodology of the survey, and its findings.India’s sanitation programme had “succeeded in lifting more than 550 million people out of open defecation in a short period of less than 5 years”, the Ministry of Drinking Water and Sanitation said in a release on Friday in response to a Reuters’ article.In Shikrawa, interviews with 27 people showed at least 330 villagers still defecate in the open because of a lack of toilets, issues with accessing water, or simply a dogged opposition to changing old habits. An hour away in the village of Nangla Kanpur, things aren’t any different.The ministry said it “is difficult to comment on isolated incidents of non-usage”, but it believes that households may try to hide that they have a toilet, in the expectation of receiving further financial incentives to build toilets.Studies link open defecation to public health issues, as it increases the spread of parasites due to water contamination. The World Bank said in 2016 one in every ten deaths in India is linked to poor sanitation.In a country plagued by sexual assault crimes, the lack of toilets also disproportionately affects women, who have to walk long distances before dawn or after dark to relieve themselves.
